To further the capability to prevent, detect, diagnose and treat the
effects of chemical, radiological and biological warfare agents.

Recipients are required to conform to their accepted research protocol
and are usually required to submit some form of annual or project
report.

Applicant Eligibility (081):
Applicants must be a public or private educational institution,
nonprofit organizations operated for purposes in the public interest and
commercial firms.

Beneficiary Eligibility (082):
Beneficiaries are relatively independent investigators associated with an applicant organization.

Credentials/Documentation (083):
Applicants must furnish evidence of legal authorization, financial and
managerial capability as well as a certification of compliance with
Federal, State, and local environmentallaws, ordinances and regulations.
Applicants must not appear on the DoD debarred or suspended list.

Application Procedures (092):
Applicants should obtain a copy of The relevant BAA which describes the
full research program areas of interestand includes necessary forms and
instruction for proposal submissions. The BAA is available at no cost to
the applicant and is also available for download at www.fedbizopps.gov
(search under USASMDC), www.jpeocbd.osd.mil/ and www.grants.gov .

Deadlines (094):
None. Individual research areas may initiate deadlines which will be communicated upon review of the pre- proposal.

Range of Approval/Disapproval Time (095):

Renewals (097):
Once a grant is awarded, any follow-on research Proposal is treated as a
new request. Follow-on work should allow for review time noted above.

Assistance Consideration (100)

Formula and Matching Requirements (101):
None.

Length and Time Phasing of Assistance (102):
The length of time for which support is requested should be consistent
with the nature and complexity of the proposed research. The maximum
period acceptable for a research proposal is 5 years. Funds are
normally released on a quarterly basis.

Post Assistance Requirements (110)

Reports (111):
Quarterly financial reports and a final financial transactions report,
i.e. SF 272 are required. Additionally, some grants may require midterm
and/or final technical reports.

Audits (112):
Defense Contract Audit Agency or Department of Health and Human Services Audit Agency.

Records (113):
Recipients are required to maintain records adequate to reflect the
nature and extent of their costs and expenditures and to insure that the
required costs of participation is achieved. Records must be
maintained for 3 years following the date of submission of final request
for services rendered.
